Partnership Health Plan of California releases statement on Graham-Cassidy Senate Bill

Graham-Cassidy Senate Bill to transition Medicaid funding would endanger rural Northern California residents

California could lose upwards of $56 billion[1] in Medicaid (Medi-Cal in California) funding if the proposed Graham-Cassidy Senate Bill is passed. This could impact over 167,500 Partnership HealthPlan of California (PHC) members.

“This bill would almost certainly remove coverage from those who gained access through the Medi-Cal Expansion in 2014, and make access more difficult for those remaining on Medi-Cal,” said Elizabeth Gibboney, CEO of PHC. “This is a no-win situation. Any cost savings on the federal side will be shifted to the states and, in reality, shifted to nonprofit community organizations that would then provide care that would be unfunded. The loss in funding would devastate local rural communities, which have historically lacked access to care and would have to identify new funding sources or face the loss of valuable safety-net providers.”

In addition to 167,500 potentially losing coverage, the loss of Medi-Cal funding could negatively impact over 8,500 jobs in the 14 counties (Del Norte, Humboldt, Lake, Lassen, Marin, Mendocino, Modoc, Napa, Shasta, Siskiyou, Solano, Sonoma, Trinity, and Yolo) served by PHC.

“We urge communities to reach out to their Congressional representatives to express the impact that this may have on their family, friends, and community,”Gibboney added.
