Sonoma County has gone from total pandemonium in 2017 to a massively successful reaction in 2019. The County has responded — government and people, in an awesome way.
Can we do it again, and again: fire, flood, drought?
We’ll have to react again; at least until the County changes the way we manage resources in Sonoma County. The Sonoma County Civil Grand Jury [GJ] is one agency empowered to investigate and recommend long-term change in Sonoma County government.
Like Jimmy Stewart in “It’s a Wonderful Life”, events have blessed us with a chance to view the big picture; realize that we must act now; and make changes allowing the County to survive Climate Change.
The GJ has for years monitored and encouraged recent movements by the State, through each County, to take control of groundwater resources. A similar endeavor might be worth investigation by the GJ for electricity resources.
Local regional, independent networks, like Russian River paddle-wheel generators as Summer system nodes could work within a County-wide network, that could connect to the State grid, but could also run [or not] separately, along the River.
The County should review: power, telephone, public health, education, parks, building, even internet, with a 20-40-year lens, rather than the normal 24-month budget cycle of government agencies.
The Civil Grand Jury is in place and capable of such review and recommendation. It is their job.
If you have vision, and concern for the future of Sonoma County, consider applying for the Sonoma County Grand Jury. The application enrollment period for the 2020-2021 Grand Jury is Jan-Mar 2020. Last year we pulled forward a few applicants into the 2018-2020 Juries.
